The project is located in the Jinsha River gorge at the junction of Ningnan County in Liangshan Yi Autonomous Prefecture, Sichuan Province, and Qiaojia County in Yunnan Province. It is the second cascade in a series of four cascade developments on the lower reaches of the Jinsha River (from the mouth of the Yalong River to Yibin). The primary purpose of the project is power generation, with additional comprehensive benefits such as sediment retention and irrigation. The reservoir has a normal water level of 820 meters, with a total storage capacity of 18.8 billion cubic meters and a regulating storage capacity of 10 billion cubic meters. It possesses seasonal regulation capabilities, which can increase the guaranteed output of the downstream Xiluodu, Xiangjiaba, Three Gorges, and Gezhouba hydropower stations by 2.2 million kilowatts during the dry season, and boost the electricity output during the dry period by 5.5 billion kilowatt-hours. The main structure of the project comprises a double-curvature arch dam across the river, an underground powerhouse on the right bank, and a flood discharge and sediment flushing system. The double-curvature arch dam stands at a height of 270 meters.
